Good question. Forks' average winter temperatures are quite a bit higher than of where I lived in Michigan. According to Wikipedia, in January, Forks'average high is a sweltering 46.6 degrees, and average low is a balmy 34.6 degrees. In Lansing, Michigan, the average high for January is 30 degrees, and the average low is 15.4 degrees. Forks' record January low is even in the positive digits, at 3, whereas Lansing's is -29.
It looks to me like an ice storm in Forks would be something of a freak event; not as rare as snow in Florida (1/4 inch and the freeways close), but the kind of thing someone might see once every few years or so, if that. And most definitely not something schools and roads would stay open through.
